  <dc:description xml:lang="srp">Kako	 su	 gradovi	 prepoznati	 kao	 mogući	 nosioci	 energetske	 tranzicije, klimatska	neutralizacija	 urbanih	 sredina predstavlja	 osnovni	 korak	 u	 borbi	 protiv	 klimatskih	promena.	S	 tim	 u	 vezi,	 cilj	 ove disertacije	je	 definisanje replikabilne metodologije koja	povezuje	 nacionalne	 ciljeve	 sa	 lokalnim	 kontekstom.	 Metodološki	 pristup integriše	međusektorsko energetsko	 modeliranje kroz primenu	 koncepta	 pametnih energetskih	sistema i	uključivanje građana	u	proces	donošenja	odluka. Metodologija	obuhvata	SWOT	analizu,	 kreiranje	 referentnog	i	 budućih	 scenarija, uz	poštovanje	principa pravednosti,	kao	 i	 višekriterijumsku	 analizu	 sa	 uključivanjem	 zainteresovanih	 strana.	 Primena	metodologije	 na	 studiji	 slučaja	 grada Kragujevca,	 Srbija, pokazuje	 da	 je	 trenutni	energetski	scenario	počiva	na	upotrebi fosilnih	goriva	(81%)	sa godišnjim emisijama CO₂	od	847	kt. Referentni	Scenario,	zasnovan	na	nacionalnim	strategijama,	smanjuje	emisije	na	560	kt,	dok	unapređeni	scenario	budućeg	energetskog	sistema	grada, postiže	386,6	kt,uz	povećanu	integraciju	OIE	i	efikasnosti sistema.	Participativna	analiza	uključila	je	132	ispitanika	 i	 pokazala	 da	 su	 najvažniji	 kriterijumi	 očekivani	 radni	 vek	 i	 efikasnost	tehnologije,	 zatim	 troškovi	 održavanja	 i	 investicije,	 dok	 je	 kreiranje	 radnih	 mesta	najmanje	 značajno.	 Studija	 slučaja	 pokazuje	 da	 kombinacija	 energetske	 efikasnosti,	elektrifikacije,	 OIE	 i	 unapređenja	 efikasnosti	 daljinskog	 grejanja	 obezbeđuje	 značajno	smanjenje	emisija	i	troškova,	uz	očuvanje	pouzdanosti	i	socioekonomske	prihvatljivosti.	Time	 se	 postavlja osnova	 za	 integrisane	 lokalne politike,	 jasne	 investicione	 planove	 i	inkluzivne	procese	odlučivanja.</dc:description>
  <dc:description xml:lang="eng">As	cities	are	recognized	as	potential	drivers	of	 the	energy	 transition,	achieving	climate	neutrality	in	 urban	 areas	 represents	 a	 fundamental	 step	in	 combating	 climate	 change.	Accordingly,	the	aim	of	this	dissertation	is	to	define	a	replicable	methodology	that	aligns	national	 targets	 with	 local	 contexts.	 The	 methodological	 approach	 integrates	 crosssectoral	energy	modeling	through	the	application	of	smart	energy	system	concepts	and	the	inclusion	of	citizens	in	decision-making	processes.	The	methodology	comprises	SWOT	analysis,	development	of	baseline	and	future	scenarios	under	equity	principles,	and	multicriteria	analysis	involving	relevant	stakeholders.	Application	of	the	methodology	to	the	case	study	of	Kragujevac,	Serbia,	reveals	that	the	current	energy	scenario	relies	heavily	on	 fossil	 fuels	(81%)	with	annual	CO₂	emissions	of	847	kt.	Referent	Scenario,	based	on	national	strategies,	reduces	emissions	to	560	kt,	while	the	enhanced	Improved	scenario	of	 futuer	energy	 system achieves	 386.6	 kt	 through	increased integration	 of	 renewable	energy	 sources	 and	 system	 efficiency.	 The	 participatory	 analysis,	 involving	 132	respondents,	 indicates	 that	 the	 most	 important	 criteria	 are	 expected	 lifetime	 and	technology	efficiency,	followed	by	maintenance	and	investment	costs, while	job	creation	is	considered	least	significant.	The	case	study	demonstrates	that	a	combination	of	energy	efficiency,	 electrification,	 renewable	 energy,	 and	 improvements	 in	 district	 heating	efficiency	 ensures	 substantial	 reductions	 in	 emissions	 and	 costs	 while	 maintaining	reliability	and	socio-economic	acceptability.	This	establishes	a	foundation	for	integrated	local	policies,	clear	investment	plans,	and	inclusive	decision-making	processes.</dc:description>
